A recording depicting a “white orb” UFO emerging from the sea near Kuwait has been located within the US Department of Defense’s own systems, according to testimony before Congress.
During a session with House representatives on unidentified anomalous phenomena (UAPs), the increasingly utilized term for UFOs, journalist Michael Shellenberger disclosed that a source had informed him about the footage in recent weeks.

Mr. Shellenberger, who founded the Public news service, stated that the 13-minute-long high-definition color video displayed the “orb” approximately 20 miles away from the Kuwait coastline and was captured from a helicopter.
“Then, at the midpoint of the video, the source indicated, the orb is joined by another orb that briefly enters the frame from the left before swiftly exiting again.”
He shared that the source stumbled upon the video on SIPR, the Secure Internet Protocol Router Network utilized by the Department of Defense for transmitting classified data.
One notably striking instance occurred when representative Nancy Mace, co-chair of the hearing, revealed a 12-page document that supposedly outlined a classified UAP recovery program referred to as Immaculate Constellation.
‘Bring it on, I suppose’
The report was presented to Congress by Mr. Shellenberger, who claimed that a whistleblower, currently or formerly associated with the department, authored the document asserting that “the executive branch has been overseeing UAPs without congressional awareness or authorization for an extended period, potentially spanning decades”.
After officially entering the document into the Congressional record, Ms. Mace mentioned she had been cautioned that mentioning the program’s name publicly could place her “on a list,” to which she quipped: “Bring it on, I suppose.”
The hearing, titled “Unidentified Anomalous Phenomena: Revealing the Truth,” is part of an ongoing initiative to shed light on what the government knows or is unaware of regarding UAPs.
The House Oversight Committee’s Subcommittee on Cybersecurity, Information Technology, and Government Innovation reported that objects capable of exceeding 3,000Gs have been observed over military and energy facilities in the United States.
Members learned that these objects can swim faster underwater than American submarines and endure significant force.
‘We are not solitary in the universe’
Luis Elizondo, a former defense department official, was queried on whether these objects might be controlled through a “mind-body connection.” He responded affirmatively, indicating they are evidently being “intelligently managed”.
“The vehicles we’re discussing… are exhibiting capabilities beyond 1,000, 2,000, 3,000Gs,” he asserted, adding that they respond to human movements and possess remarkable agility.
“We are talking about technologies that surpass anything in our [military] arsenal,” he emphasized.
Mr. Elizondo further noted there is “sufficient evidence” to indicate a “definite connection” between UAPs and “key US military bases, as well as certain nuclear sites and some energy department locations”.
He later elaborated that this interest could stem from the UAPs, or their operators, aiming to gather intelligence about the locations, or it may simply be that these sites are under enhanced scrutiny.

Mr. Elizondo remarked that “overwhelming confidentiality” has resulted in significant misconduct… to conceal the truth that we are not solitary in the universe.
We are “engaged in a prolonged, clandestine arms competition — one supported by misappropriated taxpayer funds and concealed from our elected officials and regulatory entities,” Mr. Elizondo asserted during his testimony.

Members also learned that the US had retrieved downed UAPs to comprehend how to reverse-engineer them, although witnesses mentioned they could not provide further details.
In the previous year, the House Oversight Committee also investigated UFOs, with at least one witness alleging a Pentagon cover-up — an assertion that the department refuted.
In November 2023, NASA declared it was undertaking “definitive measures” to address the possible risk posed by UFOs following the publication of a pivotal report on the subject.
A 33-page report had concluded that NASA ought to assume a more prominent role in identifying such occurrences.
